Worth noting that it's a common misconception that prohibition was a failure. Prohibition was largely driven at first by female suffragettes who were experiencing a high rate of alcohol fuelled domestic violence, perpetrated by husbands returning from war with PTSD. While prohibition did have many adverse effects (including creating the foundations of USA's War on Drugs), it did succeed in having a lasting impact on american drinking culture, and it did curb domestic violence.
